Understanding Act 20: Helping Our Young Readers Succeed
What is Act 20? The state of Wisconsin passed Act 20 in 2023, with the goal of strengthening early reading skills for students in 4K through 3rd grade. In our district, this means we are focused on making sure every child gets solid, evidence-based reading instruction and the right supports early on.
Why does it matter for your child? When children enter school with strong reading foundations, they are more confident, engage better, and are set up for success in all subjects. Act 20 helps ensure that if a student begins to struggle with reading, we identify that early, intervene quickly, and keep families in the loop. Districts across Wisconsin emphasize this same goal: that rather than waiting until 4th-grade or later, we act proactively to support reading in 4K–3.
